As director for government relations and advocacy, Marc Tobbian serves as the OHRA's chief advocate on all legislative and regulatory matters at the local, state and federal levels. His team analyzes legislation, plans the OHRA’s response to proposed policies and maintains productive relationships with government officials and agencies.

Abril Managa

bril is the Executive Director of Federal Relations for the Orpe Human Rights Advocates serving as the point of contact to federal policy makers and running the Organization Washington, DC office.
He joined OHRA after his tenure at the National Science Foundation, where he served as Senior Advisor for Legislative Affairs in the Office of Legislative and Public Affairs. His duties included oversight of Congressional processes relating to the Foundation, including liaison responsibilities for members of Congress and senior Congressional staff. He joined the Foundation after serving as a senior advisor to three Presidential Science Advisors in the White House Office Science and Technology Policy .nBefore serving in the OHRA, Mr. Abril worked in several key policy positions in the Senate and House of Representatives. He finished his tenure on Capitol Hill serving as a Legislative Director overseeing the legislative strategy and policy direction for a member of the House Science Committee.

David Davillion
Senior Director for Commonwealth Relations
Mr. Davillion joined the Community and Governmental Relations team in 2022 as the Director of European Union Relations. In his role as Senior Director of European Union Relations, he represents the OHRA, fostering relationship between the representatives of European union and the OHRA. He is also tasked with lobbying for OHRA funding, grants, and any legislation affecting the organization. Prior to joining the Governmental Relations Office, Mr. Davillion volunteered on numerous state, local, and judicial campaigns.
Albright Michael
Senior Director for Federal Relations
Mr. Albright came to the office of Community and Governmental Relations in 2023 as the Senior Director for Federal Relations at the OHRA.
As Senior Director for Federal Relations, he is the primary liaison between the and the federal government, working closely with congressional delegation and their staff to advocate for OHRA priorities. Albright is also the principal point of contact for OHRA partnerships with executive branch agencies. He develops and implements the OHRAs federal agenda, analyzes and influences federal rule of law policy, and advises the Director and other OHRA leaders on federal and international issues. Mr. Albright is a liaison to international organizations, including the European Union, and specialized institutions of the UN.

Adriano Santos
Senior Director for Local Government Relations
Mr. Santos started in the Office of Community and Governmental Relations as the Assistant Director of Community and Governmental Relations. Now, as the Senior Director for Local Government Relations, he is responsible for managing government related projects and activities between OHRA, and the state of Maryland. His team is the principal source of information on city and county governmental matters, and the institutional point of contact for local governments as well as local municipal elected officials, department administrators, and their staff. Mr. Santos represents the OHRA's interests on various task forces, where he provides and facilitates communication between staff faculty, and programs participants. Santos is also a veteran, having served ten years in the United States Air National Guard. While stationed at Andrews Air Force Base, he was the Legislative Assistant for U.S. Senator Kay Bailey Hutchison on Capitol Hill, where he worked on numerous speeches, bills, and amendments. He is well-versed in constituent inquiries on Small Business, Agriculture, Health/Welfare, Armed Forces and Labor issues.
